Public health, disability care and financing

Overview

Jean McGuire has over thirty years of senior experience in local, state and national public health and disability policy and program development, management, financing, research and evaluation. She has directed local disability and long term care programs, worked as a health care lobbyist in Washington, DC, led national policy organizations and coalitions in HIV/AIDS and disability, and chaired or participated in many federal agency review processes. She served as MA Assistant Commissioner for Public Health for 5 years and, most recently, for 5 years as Assistant Secretary of the Executive Office of Health and Human Services. Her policy research currently focuses on public health regulatory and financing practices, and on behavioral health and other disability care integration and financing under the Affordable Care Act. She has published work in the American Journal of Public Health, Journal of Acquired Immune Deficiency Syndrome, and the Journal of Public Health Management, among others. Professor McGuire joined the Northeastern faculty in 2003; she left to serve as Assistant Secretary in 2007, returning to the Health Sciences Department in 2012. She has her MSPH from Harvard School of Public Health and her PhD from the Heller School at Brandeis University
